Senate GOP Embrace President's Call to Replace Affordable Care Act

American lawmakers are meeting during the weekend for the first time since the government shutdown began more than a month ago, but hopes for a bipartisan agreement on how to end the impasse appeared to recede as Republican senators proposed a plan unacceptable to Democrats: eliminating the ACA, called Obamacare.

Growing Impact of Federal Closure

The effect on US citizens from the lengthiest closure of the US government in history worsened on Saturday, as government employees went without pay, carriers were forced to cancel flights and SNAP benefits have been delayed for forty-two million Americans.

President's Plan from Golf Course

As Saturday's meeting got under way, Republican senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by health savings accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Endorsement

Multiple Republican senators welcomed the plan, which is similar to a alternative for Obamacare put forward in 2017.

"We're going to replace this broken system with something that is truly better for the consumer," one senator said.

Another senator commended Trump's proposal on social media, and stood next to a large print of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator posted in reply to Trump's proposal. "We need to stop taxpayer money from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the health care they want."

Democratic Response

Democratic senators shared alarmed reactions to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been defeated by voters and Congress."

Another senator reacted to the criticism of carriers by writing: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Really? Then I welcome your support for Medicare for All."

Continuing Talks

The Senate adjourned without reaching a solution, but Senate Republican leaders have signaled an openness to an emerging proposal from a small group of moderate Democrats to end the closure in return for a future vote on the ACA payments.

One Democratic senator, who is leading the negotiations among centrists, said that Democrats "require another path forward" after Republicans turned down an proposal to restart the government and extend the payments for a year.

Another leading Democratic lawmaker continued in maintaining that Republicans should agree to a 12-month continuation of the payments before discussing the future of the subsidies.

"Doing nothing is irresponsible because citizens will go into debt, people will lose insurance, people will get sicker," the senator said in a Senate address. "That is what will happen if this Congress does nothing."

Partisan Dynamics

Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same carriers, or that Republican legislators need the support of eight Democrats to reopen the government, and the idea of repealing and substituting Obamacare with HSAs is improbable to earn a solitary Democratic vote.

Several observers suggested that the core of such a proposal would eliminate the ACA's requirement that insurance companies cover individuals with existing health issues.

After his golf outing, Trump returned to his private club and reiterated on his demand that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a version of the proposal that was unsuccessful to garner enough backing in 2017.
